In the complex field of trafficking, exploitation, and online abuse of teen-girls, the most powerful work often goes unnoticed. No dramatic rescues. No arrests. Just quiet success: <em>a girl who never dropped out of school, never migrated unsafely, never responded to that message from a stranger online<\/em>.<\/p>\n\n\n\n<p>How do you prove what didn\u2019t happen though?<\/p>\n\n\n\n<p>At <strong>AusCam Freedom Project<\/strong>, This is the question we face every day and it\u2019s one we believe the whole sector must keep asking if we\u2019re truly committed, as a community, to ending trafficking and exploitation.<\/p>\n\n\n\n<p>Most anti-trafficking efforts focus on response: rescuing survivors, prosecuting traffickers, and rehabilitating the harmed. These are essential. We cannot build a world where girls are safe, however, if we\u2019re always arriving <em>after<\/em> the harm is done.<\/p>\n\n\n\n<p>That\u2019s why AusCam exists: to prevent exploitation before it begins by equipping vulnerable girls\u2014currently in Cambodia\u2014with the tools, knowledge, and support they need to stay safe and in control of their futures.<\/p>\n\n\n\n<p><strong>Prevention is a moral imperative. Importantly, though, it\u2019s a smarter, more sustainable strategy.<\/strong> It\u2019s also more cost-effective and more life-affirming for girls who get to live their lives uninterrupted by violence.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-what-prevention-looks-like\"><strong>What prevention <\/strong><strong><em>looks<\/em><\/strong><strong> like<\/strong><\/h3>\n\n\n\n<p>Our prevention model supports girls to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Stay in school and avoid early dropout<\/li>\n\n\n\n<li>Learn to recognise and reject online grooming<\/li>\n\n\n\n<li>Access safe mentorship, counselling, and crisis support early<\/li>\n\n\n\n<li>Develop critical life skills and leadership capacity<\/li>\n\n\n\n<li>Build strong peer networks and solidarity through our network of <strong>Safe Sisters\u00a0<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Our <strong>Life Skills and Leadership Programs<\/strong> equip girls with the tools to make informed decisions, set goals, and advocate for themselves and others. Our volunteer network of <strong>Safe Sisters<\/strong> is a peer-led circle of empowered teen-girls who champion safety, respect, and resilience in their own communities.<\/p>\n\n\n\n<p>We work with girls, families, schools, and communities to create a web of protection around each girl. We show up <em>before<\/em> the risk takes root, so that we can help a girl understand that she\u2019s at risk and help her to protect herself.<\/p>\n\n\n\n<p>We walk alongside girls <strong>before<\/strong> the crisis arrives.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-using-innovation-amp-technology-to-strengthen-our-prevention-model\"><strong>Using innovation &amp; technology to strengthen our prevention model<\/strong><\/h3>\n\n\n\n<p>Our ongoing innovation ensures we meet girls where they already are &#8211; online and on their phones &#8211; and provide tools that make prevention scalable and measurable.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Freedom Line\u202f(launched April\u202f2020)<\/strong> \u2013 Cambodia\u2019s first and still only teen\u2011girl helpline, which is a 24\/7, free service that offers confidential support via phone, Facebook\u202fmessenger, and other local platforms.<\/li>\n\n\n\n<li><strong>Evidence\u2011based digital risk\u2011assessment tool<\/strong> \u2013 A clinically designed questionnaire (digitised in\u202f2023) that is a resource for the Freedom Line program and which guides our social workers\u2014and now girls themselves\u2014to evaluate exploitation risk across 12 indicators and receive a tailored support plan.<\/li>\n\n\n\n<li><strong>Neary, our virtual safe sister\u202f(launched April\u202f2024)<\/strong> \u2013 A chatbot\u2014part of the Freedom Line program\u2014which is an alternative to one of our social workers, and that hosts the self\u2011assessment tool in Khmer and provides anonymous, teen\u2011friendly guidance.<\/li>\n\n\n\n<li><strong>Safe Sister digital influencers<\/strong> \u2013 a cohort of trained teen-girls who lead peer campaign groups, creating Facebook and community content that promotes the Freedom Line and reaches thousands of Cambodian teens every week.<\/li>\n\n\n\n<li><strong>Real\u2011time data &amp; insights<\/strong> \u2013 Usage analytics from Neary and digital platforms that help us spotlight emerging trends, refine messaging, and strengthen our monitoring and evaluation framework.<\/li>\n\n\n\n<li><strong>Internal culture of innovation<\/strong> \u2013 A dynamic innovation culture &#8211; supported by powerful internal-capability CHAT lessons of Cooperation, Human-centered design, Action learning, and Technology integration\u2014that, by being embedded throughout our operations and activities, amplifies our social impact.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-how-we-measure-impact\"><strong>How we measure impact<\/strong><\/h3>\n\n\n\n<p>Prevention is hard to photograph. There\u2019s no \u201cbefore and after\u201d when the <em>before never happens<\/em>. Nevertheless, we\u2019ve identified real markers of success in prevention work and how to monitor them. We\u2019ve gained some important insights through our extensive experience that we\u2019ve harnessed to effectively measure and track impact:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Risk reduction<\/strong>: Are fewer girls dropping out of school or migrating unsafely?<br><\/li>\n\n\n\n<li><strong>Knowledge and behavior change<\/strong>: Can girls identify online threats and set boundaries?<br><\/li>\n\n\n\n<li><strong>Help-seeking<\/strong>: Are girls disclosing unsafe situations to trusted mentors or reaching out to our Freedom Line?<br><\/li>\n\n\n\n<li><strong>Community shifts<\/strong>: Are parents\/caregivers more engaged? Are social norms changing?<br><\/li>\n<\/ul>\n\n\n\n<p>We also track how girls build <strong>protection<\/strong> through extending their own social capital by helping them become aware of and develop their internal and external <strong>personal assets<\/strong>. These social capital factors\u2014such as self-esteem, problem-solving, adult support, and peer connection\u2014appear to enhance exploitation resistance.<\/p>\n\n\n\n<p>We assist girls to regularly <strong>self-assess<\/strong> their strengths and needs and, with support from mentors, take active steps to build their protection assets and integrate them into their daily lives. This developmental asset approach, that we\u2019ve found girls embrace, allows us to monitor increasing personal and social capacity, not only reduced risk.<\/p>\n\n\n\n<p>_________________________________________________________________________________<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-a-call-to-funders-practitioners-and-policymakers\"><strong>A Call to Funders, Practitioners, and Policymakers<\/strong><\/h3>\n\n\n\n<p>If you fund or work in the anti-trafficking space, I urge you to ask:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Are we investing enough in upstream solutions?<br><\/li>\n\n\n\n<li>Are we tracking the <em>right<\/em> indicators of success?<br><\/li>\n\n\n\n<li>Are we truly listening to girls&#8217; lived experiences, insights, and ideas?\u00a0 Are we actively involving them in shaping solutions that affect their lives?<\/li>\n<\/ul>\n\n\n\n<p>Because when we invest in prevention, we stop trafficking.
